Electronic Monitoring is a Solution for Pre-Trial Defendants

Electronic monitoring is an increasingly helpful solution to jail overcrowding. During pre-trial many accused of crimes are sitting in jail for days to months, and in some cases, even years at a time. In an article published by the Pacific Daily News, the Judiciary of Guam announced a contract and implementation of an electronic monitoring program for pre-trial defendants. As stated in the article, “electronic tracking of pre-trial offenders and convicted criminals can be achieved at costs lower than incarceration” and can reduce overcrowding in facilities. Electronic monitoring is a benefit to the pre-trial process as it is less expensive and reduces the population in jails which pre-trial defendants make up half of.
